HCR 89 (2020) Report on Recommendations for Revised Jail Standards, Oversight, and Programming (Oct./Nov. 2023) is an extensive report by the Prison and Jail Innovation Lab at Univ. of Texas-Austin recommending specific mandatory standards for Louisiana prisons and jails based on over 18 months of intensive research and comparative review of 12 sets of correctional standards.  This file includes the cover letters from the report authors, the standards, and the transmittal letter from the Louisiana Sheriffs’ Association and the Louisiana Department of Public Safety and Corrections.

HCR 85 (2021) Pregnancy and maternal health for incarcerated women (May 2023) is a report by the Louisiana Public Health Institute. The report details information collected on pregnancy outcomes, implementation of laws providing free access to sanitary items and limiting shackling and solitary confinement for pregnant women, and identifies challenges for healthcare for incarcerated women.

Data included provides the most recent snapshot of Louisiana’s prison population and the first close look at the impact of multi billing, or “habitual offender sentencing,” including significant disparities of the use of the multi bill in Louisiana.
